it's says this pendant is 17 inches high, but does this mean that is how far it hangs down from the ceiling? Is there a chain at the top?

What is the rod length? If I am understanding correctly it would be 6" long. Also can I get an additional length. I need appx 24" finished length.

Does this mean you choose which rod to use according to the height of your ceiling? Confused about all the different rod lengths if the light is a total of 17". Wouldn't that figure change according to which and how many rods you used?
