What does dark sky compliant mean? Do they automatically turn on at dusk?

What must you take apart to change the bulb? What does photocell mean?
A. In order to replace the bulb on the Hinkley Lighting 1326 you need to remove screws that are underneath the fixture that connect to the 2 long arms on the side of the glass. Then the glass can be removed to access the light bulb. Photocell means that this light will automatically turn on when it is dark outside.
